Most investors would be thrilled to earn a 10.4% return on investment, but that's the "bare minimum" Baltimore Gas and Electric says it needs to survive in it latest rate filing. It's nothing but a money grab, writes Paul Pinsky, and it's past time for the PSC to say no.

Baltimore Gas and Electric’s recently proposed rate hike “is the bare minimum to keep the lights on,” claimed the company. This is the company’s justification for requesting a guaranteed 10.4% profit next year. No area ratepayers who are lucky enough to have investments, are guaranteed to make a 10.4% return.
