LINCOLN — The top administrator of Nebraska’s first designated “rural emergency hospital” has resigned amid financial abuse allegations from the state auditor that he used hospital funds for “lavish personal entertainment.”

Auditor Mike Foley, in a 28-page letter Tuesday, laid out more than $38,000 in questionable purchases that his team found the chief executive and financial officer charged to cards covered by his employer at the time, the municipal hospital in Friend, Nebraska.
