CAMBRIDGE, MD. — The debate between U.S. Rep. Andy Harris, the Republican incumbent of Maryland’s 1st District, and Dan Schwartz, the Democrat trying to unseat him, was frequently interrupted Tuesday night by outbursts from the audience.
